Chief Minister’s Award 2012-13

INDIVIDUAL CATEGORY


1. Sri Bira Kishore Parida, Assistant Director, (Public Relations), Directorate of AH&VS, Odisha, Cuttack

He made valuable contribution in educating the farmers to handle serious animal diseases like Bird flu, Swine flu, Anthrax, foot and mouth disease, Rabies, etc. and situations arising due to natural disasters / calamities like flood, heat wave, cyclone, etc.

Chief Minister’s Award for Excellence and Innovations in Governance and Public Service Delivery is awarded to Sri Bira Kishore Parida, Assistant Director, (Public Relations), Directorate of AH&VS, Odisha, Cuttack for his work on Information, Education & Communication (IEC) Programme under Animal Resources Development (ARD) Sector.

2. Er. Brahmananda Pradhan, Executive Engineer, Minor Irrigation division, Baripada.

He designed and executed the Irrigation cum Drinking water project in Mudrajodi village over the Mahujharan spring. The project has been successful in taking advantage of gravity and diverting water through 100mm G.I. pipe from a spring to the village for irrigation and drinking water.

Chief Minister’s Award for Excellence and Innovations in Governance and Public Service Delivery is awarded to Er. Brahmananda Pradhan, Executive Engineer, Minor Irrigation division, Baripada for his project ‘Diversion of spring water for irrigation cum drinking water at Mudrajodi village in Shamakhunta block of Mayurbhanj District’.

3. Dr. Rajat Kumar Panigrahi, Principal, ITI, Berhampur

He introduced a novel way of bringing together industries and the workers to establish a training system and develop skills of the industrial trainees in accordance with the requirement of the industries.

The students are attached to the industries where they can undertake the practical jobs. The technicians, supervisors, engineers working in the industries guide them. During the course, the trainees get exposure to the industrial environment just as medical interns in medical colleges are trained in hospitals.

Chief Minister’s Award for Excellence and Innovations in Governance and Public Service Delivery is awarded to Dr. Rajat Kumar Panigrahi, Principal, ITI, Berhampur for his project Teaching hospital approach to ITI Education.

1. Sri K. C. Das, OAS, Sri B. P. Acharya and Sri A. N. Prusty, Food Supplies and Consumer Welfare Department

Till October, 2011 there was no systematic procedure to monitor the progress of paddy procurement in the State. A decision was taken to start an application using mobile phones for tracking the paddy procurement from the Primary Agriculture Cooperative Societies (PACS).Mr. K. C. Das, GM (Procurement) & Mr. B. P. Acharya, DGM (Finance) of Odisha State Civil Supplies Corporation (OSCSC) provided domain knowledge for the application, Mr. A. N. Prusty, Sr. DEO of FS&CW Department helped in integrating technology with the domain and meet the requirements of the Department through mobile phone technology.

2. Sri Saroj Kumar Mishra, Deputy Secretary and Sri Shreemanta Kumar Samal, Panchayati Raj Department

They established Electronic Fund Management System (e-FMS) for direct credit of wages into the bank/ post office account of MGNREGA workers in a day after the transaction through the Regional Electronic Cleaning System of Reserve Bank of India through digitally signing of Fund Transfer Orders by the implementing agencies.

Chief Minister’s Award for Excellence and Innovations in Governance and Public Service Delivery is awarded to Sri Saroj Kumar Mishra, Deputy Secretary and Sri Shreemanta Kumar Samal, Panchayati Raj Department for their project Electronic Fund Management System (e-FMS).

ORGANIZATION CATEGORY


1. Directorate General of Fire Service, Home Guards and Civil Defence, Odisha, Cuttack

Phailin was predicted to have its landfall at the Gopalpur Coast on 12th October 2013 night between 21.30 hours and 03.00 hours of 13 October 2013. On 12th October, 2013 at 18:00 hours, the Odisha Fire Service mobilized 88 teams with 476 fire personnel from different locations of Odisha to respond to the disaster

They cleared the roads by removing trees and electric poles obstructing the main transport line and restored communication. They also mounted massive rescue and relief operations and saved lives and property of lakhs of people.
